DSS AIDS Funded Programs Report Updates and Fixes

This is an exciting month for DSS AIDS Funded programs and HMIS! The DSS AIDS Supportive Housing / HOPWA APR has been updated with the addition of bed and unit utilization numbers; now reference version: “v2012.03.21”. This addition allows your program(s) to report on how your beds and units are being used for each report period automatically.

Also, the DSS AIDS HOPWA – Profile of Clients Served report has been updated with a fix to the Homeless Summary Information section. It was looking at the retired “Are you Homeless?” question, and has been updated instead to look at the “Homelessness / Housing Status” question.

Data Quality Completeness by CoC

Starting in this month’s newsletter, we are going to start highlighting the Data Quality scores across Connecticut’s Continuums of Care. Below is a chart indicating the percentage of completeness of Universal Data Element (UDEs) scores in the month of February 2012. The CoC of Bristol takes the lead with 100% completeness of UDEs! Tied for second place with 99% are Hartford, New Britain, Norwich/New London, Stamford, and Waterbury. This information was gathered from the monthly statewide Data Quality Report that can be viewed on CTHMIS.com.

Finding the HMIS Statewide Data Quality Report on CTHMIS.com

You are now going to be able to find an HMIS Statewide Data Quality Report on CTHMIS.com to see how your Continuum is performing in comparison to others in CT.

To locate this report:
1) Logon to CTHMIS.com. Don’t have a login username and password? Click on “Login” from the menu on the left. Then click on: Need an account? Register Here.
2) On the right hand side of the homepage there is now a blue button named “HMIS Statewide Data Quality Report.” Click this button and it will bring you to the list of monthly reports.

Meet Our New Editor

As the newly appointed editor of the Nutmeg Consulting monthly newsletter, I wanted to take a moment to introduce myself. My name is Lani Ireland and I was recently hired here at Nutmeg as the Administrative Assistant. I have an extensive background in customer service and bring to Nutmeg a diverse creative background with experience in publicity, film and television production. A magna cum laude graduate of Eastern Connecticut State University, I hold a BS in Communication and a minor in English. I’m excited to be working on the newsletter and performing as the liaison between Nutmeg and You, the reader. An “AHA!” Moment with the New APR by Karl Myers

I recently received a Help Desk call asking several questions pertaining to the new HUD COC APR that is now in use. While most of the questions were easy to answer, one question just plain stumped me. The question posed was why the report was showing 16 clients for July when they only had 13 clients in October, January and April. The new APR has four Point-in-Time Dates (represented with client numbers for each date) which is required for E-Snaps. The dates are the last Wednesday of each month for the APR reporting period. See excerpt below from the actual report:

Here is how my “Aha!” moment came about. I began to do some digging. I knew that the report date was 10/01/2010 to 09/30/2011. On October 1, 2010, they had 13 clients in the program. No clients came into the program until May of 2011, and in that month three clients entered. No clients left at all during the year. So based on this information, in January they should have 13 clients; in April, 13 clients; in July, 16 clients (because of the three that came on in May); and then 16 clients again in October. At least that was my thinking at the time.

Have you figured out what I did wrong yet? Let me explain further. Again, the report date is from 10/01/2010 to 09/30/2011. I assumed that the first PIT date would be January as it appears on the report, but I was wrong. Since their APR reporting period started on October 1, 2010, October would be their first PIT date. The report dates are not in the correct order on the report an agency would naturally assume!

In summary, the data was correct but the order was wrong and misleading. The report should show the order as: October, January, April and July.

To prevent having any confusion always remember your APR Point-in-Time dates START in the first month of the report period. Still confused? Contact the CT HMIS Helpdesk.
